Development Revolving Loan FundIn an effort to promote and encourage economic development, Northwest Telephone Cooperative Association established a revolving loan fund in 1998. Initial funding for this program was provided through a grant from the Rural Business Cooperative Services of the United States Department of Agriculture and required matching funds from Northwest Telephone. The Revolving Loan Fund is designed to provide supplement financing in support of new and expanding businesses. It is used to make loans for the following purposes:
Applications for the Revolving Loan Fund are accepted by the NTCA-RLF Committee any time during the year and considered on a continuous basis contingent on the availability of loan funds. Applications will be considered from many sectors of the local economy. These include businesses involved in manufacturing, service or retail operations. After review of the application, the committee makes a recommendation to The Northwest Telephone Board of Directors who then takes action on that recommendation. Application forms and instructions are available upon request from Northwest Telephone Cooperative Association, West Bend City Hall, or any committee member. Current committee members are Don Banwart, Julie Bargman, Becky Collins, Greg Blair, Tom Eberle, Pete Nessen and Mike Steil. HousingIn order to maintain existing housing units and promote new housing development, the City has implemented several programs to encourage the construction and remodeling of homes. Housing Programs Homebuyer Assistance Program - The City of West Bend has received funding through the Iowa Department of Economic Development for a First-Time Homebuyer Homeownershop Assistance Program. The grant money is used to assist first-time homebuyers with down payment, closing costs and mortgage buy-down in the purchase of a newly constructed home in the City of West Bend. Program guideline and application available below. Tax Abatement – Newly constructed homes or remodeling projects may qualify to receive a (100%) exemption from taxation on the actual value added by the improvements up to a maximum of $60,000. Application available below. Utility Incentive Program – The West Bend Municipal Utilities in conjunction with the Northwest Telephone Cooperative, have established an incentive program paying up to $3,000 to anyone constructing a new home within the utility service area. Application available below. Spec Housing Program – Construction of the newest speculative home has been completed. Several local housing programs are available to meet your financing needs. Assisted Living FacilityThe Prairie Creek Assisted Living Facility is a 10-unit assisted living complex situated in the northwest corner of West Bend. The facility is located immediately adjacent to the West Bend Care Center, a 45-bed skilled nursing home.
