Revolving Loan Fund

In an effort to promote and encourage economic development, Northwest Telephone Cooperative Association established a revolving loan fund in 1998. The Revolving Loan Fund is designed to provide supplement financing in support of new and expanding businesses. It is used to make loans for the following purposes:

  1. Increase and maintain employment opportunities.
  2. To offer financial assistance that will promote the retention and expansion of existing businesses.
  3. To increase the property tax base.
  4. To diversify the community's economic composition by encouraging unique or essential business concerns.

Applications for the Revolving Loan Fund are accepted by the NTCA-RLF Committee and considered on a continuous basis contingent on the availability of loan funds. After review of the application, the committee makes a recommendation to The Northwest Telephone Board of Directors who then takes action on that recommendation.  Application forms and instructions are available upon request from Northwest Telephone Cooperative Association or West Bend City Hall.



In order to maintain existing housing units and promote new housing development, the City has implemented several programs to encourage the construction and remodeling of homes.

Housing Programs

Tax Abatement – Newly constructed homes or remodeling projects may qualify to receive a (100%) exemption from taxation on the actual value added by the improvements up to a maximum of $75,000. Application available here.

Utility Incentive Program – The West Bend Municipal Utilities in conjunction with the Northwest Telephone Cooperative, have established an incentive program paying up to $3,000 to anyone constructing a new home within the utility service area. Housing Initiative Program – Since January 1, 2015, the Palo Alto County Gaming Development Corporation (PACGDC) has awarded approximately $57,000 in demolition grant funding to cities in Palo Alto County, with several more demotion projects pending completion. PACGDC also reports one completed housing construction project with another pending Housing Initiative Grant Application in the County worth a total of $30,000. Assisted Living Facility

The Prairie Creek Assisted Living Facility is a 10-unit assisted living complex situated in the northwest corner of West Bend. The facility is located immediately adjacent to the West Bend Care Center, a 45-bed skilled nursing home.

Prairie Creek Assisted Living has 6-one bedroom apartments and 4-two bedroom apartments. Each unit is equipped with a call system monitored by trained staff members that can assist residents with any of their needs. Assistance is provided with the activities of daily living, including bathing, medication, and dressing. In addition, housekeeping and laundry services are available as well as a noon meal and daily planned events.
